Three things this skill does that ordinary research prompts don’t
It decides what would count as evidence before searching. If nothing could settle the question, it says so and stops, because a question of judgement or values dressed up as a research question produces a document that looks authoritative and is a collection of opinions.
It searches against itself on purpose. The query shapes the answer, so for every search framed one way it runs one framed the other, plus deliberate hunts for the failure cases. Organisations that tried something and abandoned it are the most useful and least visible sources, because success gets a press release and reversal gets silence.
It refuses to smooth disagreement. Where sources conflict, it names the conflict and works out which kind it is, and the kinds matter enormously. Two sources measuring different things under the same word is a finding. Competent people looking at the same evidence and disagreeing is a different finding.
Both get flattened into a moderate-sounding sentence by the usual approach.
